Normally, you don't extract archives to install packages in Ubuntu. It's easier than that: Click on the System menu -> Administration -> Synaptic package manager. Enter your password, and there you are: Browse through the package categories or do a search to get what you want, click on the packages to mark them for installation, and finally click Apply.
